Biography

Engineer (INSA Lyon, 2010), holder of a Specialized Master’s degree in Energy Systems Optimization (Mines ParisTech, 2011), and a Ph.D. in Economics and Foresight (2015), recipient of the 2021 Foresight Thesis Award. His research focuses on the analysis and modeling of macroeconomic-energy-environmental linkages, energy and climate strategies and public policies—particularly those related to energy efficiency—and the modeling and prospective evaluation of transition scenarios.

He spent six years at the International Energy Agency and co-authored more than 20 reports. His areas of expertise include:

François is also a board member of the Sciences Citoyennes association, which focuses on research ethics and the democratization of scientific and technical policy. He
